Project Overview

The US 176 Phase 2 Corridor Improvement Project aims to accommodate an increase in traffic volume and address increasing congestion along the corridor and make travel easier for residents and commuters in Berkeley County.

Rapid regional growth has led to increased congestion on US 176 between Nexton Parkway and Jedburg Road. This effort is designed to improve traffic flow and reduce travel times for current and future commuters.

The project is funded by the Berkeley County Transportation Sales Tax Program.

DRAFT PURPOSE AND NEED

Purpose: The purpose of the US 176 Phase 2 Corridor Improvement Project is to accommodate an increase in traffic volume throughout the corridor and improve congestion.

Need: This section of US 176 Phase 2 Corridor Improvement Project has experienced an increase in traffic due to rapid regional growth and congestion that is projected to worsen over time.

ENVIRONMENTAL PROCESS

Berkeley County is conducting a thorough environmental review as part of developing the Highway 176 Phase 2 Corridor Improvement Project. This process complies with current National Environmental Policy Act (NEPA) regulations and ensures that all potential environmental impacts are carefully evaluated.

The project will also require a permit from the U.S. Army Corps of Engineers (USACE) under the Clean Water Act. The County plans to submit the permit application, along with supporting environmental documentation, to the USACE in the second quarter of 2026.

The environmental document will consider several factors:

Air Quality

Floodplains

Utilities

Noise

Traffic

Community Facilities

Endangered Species

Wetlands/Waterways

CURRENT WORK ON US 176

The US 176 Phase 1 Corridor Improvement Project includes widening 4.7 miles of US 176, from Sheep Island Road to US 17A, expanding it from two lanes to four. Improvements include new turn lanes, raised concrete medians, upgraded signals, and intersection enhancements, along with extensive water and sewer relocations. The project is wrapping up with all lanes reopened to traffic in December 2025.
